2.1 The Committee received a briefing from Dr Nigel Newton.

2.2 Dr Newton agreed to provide the Committee with the IWA report – Common Purposes - The implications of curriculum reform in Wales for further education, higher education, skills and business

3.1 The papers were noted.

3.2  In relation to the correspondence received on elective home education, the Committee agreed to write to the Minister for Education to:

·         reiterate its belief that action is needed to ensure that children educated at home are seen and spoken to about the education they are receiving, and that they are happy, healthy and safe;

·         seek clarification on the legal points raised in the correspondence about the basis on which proposed guidance could be made;

·         request details of which (if any) Assembly procedure and/or consultation process the final versions of the following will be subject to, and associated timescales for each:

-     home education: statutory guidance for local authorities and handbook for home educators;

-     regulations that would require: local authorities to maintain and populate a database of children of compulsory school age in their area to help them identify children who are not known to them; local health boards to disclose to local authorities non-medical information to help the authority identify children in their area; and independent schools to disclose to a local authority information about learners at the independent school.
